New Cadet Orientation Program

New Cadet Orientation Program (NCOP)

If you are interested in joining Air Force ROTC and you attend or are planning to attend the University of Minnesota-Duluth, College of St. Scholastica, University of Wisconsin-Superior, or Lake Superior College you are in the right place. We will conduct the New Cadet Orientation Program (NCOP) during the first week of the host school’s (UMD) classes. The objective of NCOP is to complete required administrative actions, size new cadets for Physical Training Uniforms and detachment shirts, begin medical evaluation applications, introduce you to what life is like as a cadet, and meet the Detachment 420 cadre and your new peers!

Before you attend NCOP please review the steps below to get started:

Step 1: Create your WINGS account.

You will use this account for the duration of your time in AFROTC so please SAVE your password!  To complete this account visit: and select “Start Application.”

See guide below to help complete your account.


Once you have completed your WINGS account please email [email protected] to notify us that it is complete.

Step 2: Complete AFROTC Form 28 Pre-Participatory Sports Physical Form and have signed by a licensed physician.

You are required to have this form completed by a licensed physician prior to participating in AFROTC activities. You can have your personal medical provider complete the form or make an appointment with your school's health services department. This form needs to be completed as soon as possible and emailed to [email protected] or hand carried to class in the first week.

******This form is NOT required for scholarship cadets with a certified/complete DoDMERB physical.  If you are still working remedials and/or your DoDMERB physical has not been certified, you will need to provide the Form 28 when you arrive.  If you are unsure of the status of your physical, please contact DoDMERB or the Detachment.



Step 3: Gather additional required documents. 

Please bring the following documents with you to NCOP:

  • Your original birth certificate; we cannot use a copy of the certificate. This will be returned to you the same day.
  • Your original Social Security card; we cannot use a copy of the card. This will be returned to you the same day.
  • Original Naturalization Certificate (if applicable); we cannot use a copy of the certificate. This will be returned to you same day.
  • High School Transcript
  • Official documentation of SAT/ACT scores
  • Copies of the following – these will not be returned:
    • JROTC certificate of completion and Letter from JROTC Commander (if applicable)
    • Civil Air Patrol Award (Billy Mitchell Award, Amelia Earhart Award, Carl Spaatz Award - if applicable)
    • Boy Scout Eagle Scout Award paperwork (if applicable)
    • Girl Scout Cadet Senior Scout with Gold Palm Award paperwork (if applicable)
    • Shot/Immunization Records

High School Scholarship Cadets ONLY:
